A Study on Candidate Selection Processes: Legislative Productivity of Top-down and Bottom-up Process

Abstract
We study the relationship between parties’ candidate selection processes andlegislative productivity. Utilizing the legislation data of the 17th NationalAssembly for which some of candidates were selected by the bottom-up selectionprocess, we try to shed some light on how candidate selection methods affectwhat bills to propose, other party member’s countersignature, and the possibilitythat a bill passes on the floor. Anchored on our empirical analysis, we arguethat it is desirable to adopt bottom-up candidate selection in all the levels ofelections, and hold National Assembly election and local elections in the sameyear to enhance the legislative productivity.
