An Empirical Analysis on the Relationship between Candidate Selection Process and Legislative Produc

Abstract
We study the relationship between parties’ candidate selection processes andlegislative productivity. Utilizing the legislation data of the 17th NationalAssembly for which some of candidates were selected by the bottom-upselection process, we try to shed some light on how candidate selectionmethods affect what bills to propose, other party member’s countersignature,and the possibility that a bill passes on the floor. Furthermore, we examinehow a legislator’s performance, especially the number of proposed bills andpassed bills influences his/her chance of reelection. Anchored on our empiricalanalysis, we argue that it is desirable to adopt bottom-up candidate selectionin all the levels of elections, hold National Assembly election and localelections in the same year, and revise campaign finance-related acts toenhance the legislative productivity.
